Roof replacement cost in the Bay Area

Why three bids for the same roof can differ by thousands — and how to compare them apples to apples. This guide is planning information only, never a quote.

Planning ranges (not quotes)

Published sources disagree with each other, which is itself useful information — treat every range below as a planning band, and use your own bids to narrow it. No figure here is a quote, and no figure is a price for any specific home. A real bid depends on your roof's size, pitch, condition, and materials, and only a bid on your spec is a real price.

  • California statewide, full replacement: roughly $12,000–$25,000 (roofreplacementcost.ai, 2026 state table, $6.00–$12.50/sq ft).
  • California, standard 2,000 sq ft home: roughly $8,000–$22,000, with premium materials (clay tile, standing-seam metal) reaching $26,000–$38,000+ (homecontractors101.com, California guide).
  • Bay Area, asphalt-shingle replacement on a 2,000 sq ft (20-square) roof: Oakland roughly $18,800–$22,500; San Jose roughly $19,500–$24,000; Berkeley roughly $20,000–$25,000; Fremont roughly $18,500–$22,500; San Francisco roughly $22,000–$28,000 (hamilton-exteriors.com, Bay Area 2026 city table).
  • Bay Area by county, standard 2,000 sq ft asphalt home: Santa Clara County roughly $14,500–$28,000; San Mateo County roughly $15,000–$30,000; Alameda County roughly $12,500–$24,000; Contra Costa County roughly $11,000–$22,000 (lifetimeroofingrenovation.com, Bay Area county guide, 2026).
  • Materials, installed per sq ft (San Jose guide, includes tear-off, underlayment and permit): architectural asphalt roughly $8–$15; concrete/clay tile roughly $15–$30; standing-seam metal roughly $18–$35 (lifetimeroofingrenovation.com, San Jose 2026).
  • Metal statewide: roughly $9–$18 per sq ft installed, about $18,000–$36,000 for a 2,000 sq ft roof before complexity (uspowerroofing.com, citing Angi San Francisco data).

Why the spread? Bay Area labour runs higher than the state average, older homes often hide deck damage, steep or complex roofs take longer, and Peninsula labour runs above East Bay labour in the same sources. Do not compare a statewide average to a Bay Area bid and conclude either one is wrong — compare Bay Area bids, on one spec, against each other.

Flagged, not firm: one source flags older Oakland homes (e.g. Rockridge/Glenview) as frequently needing $1,000–$3,000 of decking repair, and budgets an additional $1,500–$3,000 for Class A fire-compliant materials in Very High Fire Hazard Severity Zones — ask how each is priced before work starts, and confirm what applies to your parcel with your city, not with a salesperson's summary.

What drives the price

  • Size and pitch — larger and steeper roofs take more material and labour, and may need extra safety equipment.
  • Tear-off layers — how many existing layers must be removed, and whether the deck underneath needs repair once exposed.
  • Materials — shingle type and grade, underlayment type, and flashing quality change both price and lifespan.
  • Flashing, valleys, vents, and gutters — whether these are included, replaced, or left as-is.
  • Permit and disposal — whether the permit and tear-off disposal are included in the bid or billed separately.
  • Access — tight access, multiple stories, and landscaping protection can all move the price.

What a fair bid includes — and what it commonly excludes

A bid worth comparing states, in writing: the material brand and line, underlayment type, number of tear-off layers, flashing/vent work, permit, disposal, cleanup, and the workmanship warranty versus the manufacturer warranty. Watch for bids that exclude tear-off, permit, disposal, or deck repair without saying so — those exclusions are where a low headline price grows later.

Red flags

  • A deposit above the California cap: a down payment may never exceed 10% of the contract price or $1,000, whichever is less. There is one narrow exception: a contractor with a Blanket Performance and Payment Bond on file with CSLB may require more — ask for proof of that bond on CSLB's lookup if a larger deposit is claimed to be legal.
  • No licence number, or a licence that does not verify on the CSLB lookup.
  • Verbal promises ("we'll include that") that do not appear in the written bid.
  • Pressure to decide, sign, or pay on the spot — including "today only" pricing.
  • A bid that prices a different scope than the one you approved.

Permits

Permit requirements vary by city and by the scope of the work. Confirm the permit position for your parcel with your city's building department before accepting a bid that claims no permit is needed. City notes, from the sources below:

  • Oakland: re-roofing certificates/permits are issued through the city's Online Permit Center, for licensed contractors or building owners; secondary sources consistently describe a permit as required for a full roof replacement in Oakland. Reroof permit fees are commonly reported around $300–$700 — that fee figure is not confirmed on the official Oakland page, which confirms the certificate process but not a fee, so confirm the fee with the city. Oakland Hills homes in Very High Fire Hazard Severity Zones must use Class A roof coverings and ember-resistant vents under California Chapter 7A.
  • San Jose: digital application system, with inspection usually required at the end of the project (per Bay Area permit roundups).
  • Who pulls it: normally the licensed contractor, with the fee in the bid. "Permit not included" should appear as an explicit line, not as a surprise later. If a bid says no permit is needed, ask the bidder to put that in writing and check it with the city yourself.
